I do not think there is a requirement for your hu*****and to stay in the US to get his green card, as you can file I130 for him even if he has never been to the US. The question is after he get his green card, he has to stay in the US for at least 183 days to keep it valid (reentry permit can extend it to 2 years, but will break the continuous stay required for citizenship), and wait three years of continuous stay to apply for citizenship.
