about J-1 visa transfer

i'm J-1 visa holder.I want to persue PH.D degree in u.s.I know if transfer J-1 to f-1 ,i should go to the third country to apply for the new visa.But if only transfer J-1 schoolar to J-1 student,should i go to the third country to renew my visa?Thank you for your reply.
