H1B premium question

My comapny filed H1B premium by end of June but did not received any receipt yet. As this is the first time their understanding is that they're supposed to receive a receipt within 15 calendar days after the package is delivered to vermont center.But my friends told me premium process indicate the center would give an answer of yes or no in 15 days after the center start to view the case. so probably we won't get any receipt for a long time. Could you pls give some information? Thanks so much!!!!
