请教：485 ref是不是表示background check已经 clear?

申请情况如下:
NIW 140 and 485 filed in 09/2004
NSC
140 approved in 06/2005
485 PD 已经于7月份变current了

我6月底问询了， 被告知background check still not clear
一个星期之后就受到了ref request.
485 ref是不是表示background check已经 clear?
这是件好事情吗？谢谢大家。
