NSC就是这样，跟其它中心比，它很容易就停下来不办。所以积压很多，只处理最没理由继续拖延的。我猜NSC当地生活节奏比较慢，人都不愿意工作。不会是因为工资比别的地方低吧？都是政府的买卖。
