Also a question from my brother....can LC and I-140 be transferr

Since I have registered, I want to take the opportunity to ask a question for my brother here.

He recently got LC and I-140 approved. Due to personal reason, he will leave his current H1B sponsoring company, and join a very similar company for a very similar position.

His question: can his LC and I140 be somehow transferred to the new company? His PD is Oct 2003 and his case with EB3. Can he somehow keep the same PD date? Either way, he will move on, and just wanted to know if there is anything he can leverage.
