凭医院证明是不够认定国籍的，孩子出生后，会有政府人员来登记

并办理社会安全号码，之后孩子父母要拿着医院的出生证和孩子的社会安全卡到Dept. of Health去办理州的出生证书，那就是政府方面认可美国国籍的证据，即使在海外，还是可以凭此在美国领事馆拿到美国护照的。
当然我还是建议大家在美国拿到孩子护照再回国，特别是父母双方都没有绿卡或美国国籍的情况下，因为如果有一天法律改了，在美国出生不再是获得美国国籍的充分条件的话，那就不能仅凭州出生证明在海外领馆拿到美国护照了。
