GC--Labor Certification

Hi, I'm H1Ber. One year ago, I filed LC application in Foreign Labor Certification office in Sacramento, CA. Now I got a Transmittal Notice letter from this office, stating that they have completed the procession of my application. And they sent my application to Department of Labor in San Francisco already.
What this means? Approval or disapproval or something else?
