You can try to let your parents to apply for visa without extension approval letter. My mother-in-law had the same situation like your parents. But she got her vis smoothly in Chengdu. She even didn't have the receipt notice. The visa officer did ask her for the last visa extension approval letter. She said she lost it and can't find it. Luckly, the visa officer was not so picky on this thing and gave her the visa. You can try to see if your parents can be so lucky and get the visa without extension approval letter. By the way, my mother-in-law had stayed in China for two and half year to apply for her second visa to US. Good luck
