apply in Canada or in U.S?

I am a student studying Ph.D program in Canada from Sep.2003, now i want to apply Canadian immigration (permanent resident).Would you please tell me where should i submit my application package? Within Canada? or to U.S (Buffalo)?

I really appreciate your suggestion.
