H1 to H4 or just H1 transfer?

Need help

1. H1 expired by the mid of June, if do H1- H4 right now, and found a job within a month, I need do H4 to H1, will this H1 be impact by this year's H1b quotes?

2. It is possible that I will get a job within a month, If I do H1 transfer, there will be a 2 weeks or a month gap, do I need to need to leave USA to get a visa?
