Recommendation Letter-J1Waiver

I checked my status online, saying the favorable recommendation letter was sent on Dec. 15, but so far, I haven't got it. Does anyone know the phone/fax/email I can enquire about it? Should I also receive a final decision document from BICS sometime later? If so, how long will it take and can I start to change my visa status now or have to wait till receiving BICS decision?
