It seems to me that the boss is not a nice person, probably he (she) didn't tell the true. According to the law, employers must pay prevailing salary (average salary in your area) to H1B employees, as well as benefit such as retirement and health insurance. For J-1 employees, no law can bind employers, so they can pay whatever they want, even no benefit for some institute.
