I-864 need U.S.citizenship?

Hi, I need apply I-485 for my family, which affidavid of support should I use, I-134 OR I-864? Most people use I-864, but it requires U.S.citizen or Permanent resident to be the sponsor, how can I use it only with the I-140 approval? Any help is highly appreciated!
