Different colleges have different rules. You may try other colleges. F1 transfer is not a problem. Make sure you can get 1 yr OPT after graduation. You need the time to pass NCLEX and VisaScreen, and apply green card while working. One year is very tight if you have alternative way to keep your status. Good luck.
