LC based I-140 approved. I-485应该报到哪里？

USCIS网站有Note说应该报到NSC(见下):
NOTE: Form I-485 for employment-based adjustment of status applicants, filed together with Form I-140, or filed alone, based on an approved or a pending Form I-140 is filed at the Nebraska Service Center, regardless of the applicant’s place of residence.

但I-485 form instruction又说应将485报到批准I-140的service center.

请问究竟应该报到哪里？
