My parents-in-law lost theirs too, they applied visa in BJ and got reject immediately because of no such documents. We requested a copy for their 延期 from INS, that one got rejected as well, reason is: the documents are too old to track ::((. The only way I guess is to try your luck , sometimes the Visa officer even didn't ask for it.
