90% is just a guess. I should say most. the percentage should be higher than 90%. Got this info from a india immigration forum.

USCIS does not know whether you finished immunization or not. all depends on the comments the doctor made on your examination form. You should have a copy of it and you can check. If it say "complete", you are fine no matter you finish it or not. In your case, I guess is REF for employment letter.
