急急!请教-单位规定不做labor certification

在公立大学工作, 学校有工会, 规定不为staff member做labor certification. 想申请NIW.

是转着弯证明 the labor certification should be waived, 还是直接说, 学校有工会, 规定不为staff member做labor certification.
