Perm certified but never get - 恳请好心人帮助

Four months ago my attorney told me he found my perm had been certified from DOL website (Department of Labor) and I should the paper soon. But until now we still don’t get the paper. During the last four months my attorney checked the DOL website multiple times and it’s always certified. He has sent multiple emails to the DOL PERM inquiry system. But we don’t get any response. He told me email was the only way to communicate with DOL. Any one could tell me what my attorney should do to get the paper.
