the only thing you can do is

to file a motion to reopen or motion to reconsider because work permit decision(in your case, OPT) is not appealable.

I give you some basic information for the two motions.

1. motion to reopen: you have NEW FACTS not included in the original petition for OPT. The new facts MUST tend to suggust to grant you an OPT. AND you have to explain to INS why you did not include such information in the first place. For example: the school DSO person's fault that you have no control.

2. motion to reconsider: there are no new facts. the INS applied the wrong laws which is evidenced in your OPT denial letter.

In your case, I don't think ISN applied the wrong laws, your school DSO persons were at fault. They did not update your SEVIS records or did it wrong, which gave INS the stronggest reason to deny your application.

What you should do:

1. Go to your school DSO person who was incharge of your case. If you can find the one maintaing your SEVIS record, that will be greater. Ask her to correct your records, and ask her to write a letter to INS to explain what happened. If she can admit that she made a mistake, that will be very helpful.

2. Find a lawyer, it wouldn't cost you much, ask the lawyer to file a Motion to reopen paper.

File with INS the mition to reopen paper along with the school DSO explaination letter, proper filing fee.
