Check your I-140 status on line. It is the most accurate info. An approval notice for I-140 should be sound and clear, something like this " This case has been approved. On XX,XX,XXXX....."

It seems that if your are applying for a card, e.g., EAD/AP/GC, sometimes the approval notice will say "On XX,XX,XXXX, the document we made based on the approval or registration of this case was mailed directly to the person to whom issued."
