Can My Husband Re-Establish H1B in US

My hu*****and had H1B for a research job till last July, but he had to resign because his father was serious ill, and he needed to go home and took care of him.

At the same time, we have I-485 pending, I am the principal petitioner under EB3.

Last month, my hu*****and came back with AP. Now he wants to work again for a different research unit, and re-establish his H1B, (he does not want to work under EAD), then he could file another I140 and I485 as the principal petitioner under EB1.

Please help to clarify can he re-establish his H1B inside US without going back and go to US embassy for a new visa?
