help about 2nd finger print

Just got a letter to request 2nd fnger print at Feb.10, 2004. I want to do that as soon as possible to make my case faster. wonder if I can do that? Do I need an appontment by calling local office ? should i fill the request form to change the finger print date and let INS know the changes?
