HELP! NIW I-140 at VSC

NIW I-140 RD 6/2/05, RFE 9/20/05, RFE RD 11/14/05, no transfer, pending..

Did anyone know if there is any way to check the status of my NIW I-140 REF which was submitted last Nov in VSC and request the reason of the delay? Any legal document that might be helpful to request VSC for checking of I-140 status? Thanks in advance!
