Question about photo for AP

I know that USCIS announced a change in photograph requirements for all applicants from a three-quarter face position to a standard, full frontal face position. but I when I try to apply a new AP, I saw on the form I-131 instruction the photo still 3/4 right face. This really confused me. if anyone know this please share your knowledge. thanks
