Help on 140 Filing after Perm is approved

1. 请问大家PERM批了以后是不是要在内45天内FILE 140 呀?
2. My NIW 140 has been approved, NIW 485 is pending. In the perm 140, shall I tell USCIS about this, if yes, how?
