紧急求救：B2 extension deny for parent !!!!!!

I just received a form I-541 from USCIS.The title of the form is "Notice of decision". It said I did not offer enought matirals to support this applicaiton. This is case the denial.

Even I already mailed all the matirals after I did efiling. It seems they did not consider my case with the matirals which I mailed.

But they did not mention how long should my parent can stay at the U.S.

Can I appeal this case? Because I don't think they handled my case with all of the matrial I gave to them, specially for I-94, I mailed,
but they said, we did not offer, and they did not mail back.

Anyone can help?
