请教绿卡申请问题,这种情况有先例吗?

我和老公一年半前来美,那时女儿差不多一周岁.由于怕来了不稳定,就没有带她过来.现在我和老公准备开始申请绿卡,想把女儿接过来.但是老公工作实在太忙,回不去.而我正在转签证(H4转F1),也回不去.请问可以在女儿不在美国本土的情况下,也为她申请绿卡吗?
我们夫妇两个经济很拮据,请不起律师.希望哪位高人能给予回答.或者给我们一个合理的解决方案.
