请教：J1签证的纳税问题

J1签证访问学者来美一年半，学校Payroll Office 发来一封信要求我从明年开始缴纳Social Security 和Medicare Taxes.理由是：“On 2004, however, you will become a 'Resident Alien' under the substantial presence test, and you are no longer eligible for the exemption”.
我不知道这个test是哪来的。
请问这是怎么回事？ 那位遇到过类似问题吗？
