急死我了! H1 TRANSFER？

在目前大学的工作合同六月底到期，刚收到同一城市的另一大学的工作。但对方的人
事部门说 TRANSFER 的过程要2-3 个月，据朋友说TRANSFER 到那个大学的有人花四
个月。原以为只要3-4 星期就可以， 没想到会是这样。 请问能否自己 申请 TRANSFER？
从新的单位里要一些什么材料？谢谢赐教！！急死我了.
