1. I guess the annotation is based on what your father told the VO.
2. The annotation is usually a recommendation by a VO. INS has the final say on how long your father can stay.The time period on I-94 takes precedence over the one on the visa got in China
3. Next time when your father apply for a new visa, A VO may check the annotation to see if your father lives up to his word.
