Canada & Quebec Immigration

I am working in Quebec,Canada, but do not know French. I have a US Ph D degree. Should I better apply Canadian immigration to Canadian Goverment or Quebec Government? I was told Quebec processing is quicker, but the Federal Processing has a lower score, especially for people do not know French?
