你的理解基本正确.One clarification: Whether to approve a 7-th H-1 or not is depended on the status of your LC/140. The approved H1 is not depended on the status of LC/140. So you have two options to change jobs safely (depended on the movement of PD) 1) Do a tranfer after you got a new 3-year H1 extension, but you have to start GC again. or 2) 180 days after 485 pending, you maintain your GC.
