Departure date of B1

The expiration date of B1 visa is Feb. 06 2004 and air
ticket is on Feb. 01 2004 but the immigration officer gave a departure date of Jan. 20 2004 on the I-94 card.

I think this departure date is unreasonable because the air ticket was shown to the officer. I wonder is
there any way I can appeal for this departure date without filing a extension of stay. or do you guys know any phone number so I can talk with someone in the INS?
