Why so many FERM applications were denied last year!

My immigration lawyer told me that LC application process is totally computer based, which started to use since March 2005. She said the first 3 month (march to June 2005) all applications were denied because of the system bugs!!!! now it is a lot stable but still has bugs...
Have anybody heard the same thing?
