Questions about "following to join"

Hi sdfsdfsdff,

I am in the simular situation. I was born in China and currently a citizen of Canada.

Me and my hu*****and got married before my hu*****and file his I-485. If I can't move to U.S. to file my I-485 before his I485 get approved, where should I file this "following to join" application? (China or Canada?)

Which catagory's PD would apply to me?
It seems in U.S. publishing, family PD is 2002. Does it means this "following to join" also need that long?
