问一个关于父母签证DS-156表的问题

我准备帮父母填写签证用的DS-156表并且e-file, 但我不知道file 这个表是不是一定要在预约签证之后？还是可以先 file 这个表格然后再预约签证？ 请各位给予指点。 谢谢！
