You can adopt her under Chinese law. But to be eligible for her US immigrant benefits, you have to live with her for two years before you can file with USCIS. If she doesn't need a visa or immigrant benefit from USA based on your relationship, then the adoption is none of USCIS's business. But if she does, you have to observe USCIS's rule on adoption: 2-year wait unless it's through an authorized agency (which means random adoption, you do not choose a specific child to adopt; the match is made by the agency).
