In the past, no problem for anohter transfer. However, the management change usually causes procedural change as well. CIS right now is in such transitional stage. A new requirement is recently added to H-1B transer "meaningful work for the original sponshor company". So the safe way is to wait after three months before you start a new transfer to justify the new requirement.

By law, you can start work for the new company as soon as the transfer application reaches CIS. However better wait until you get the receipt.
