How soon can you get H4? If you can get it pretty soon and it be positive, then don't go Mexico because it is later already.

Another thing, when you registered fewer credits for classes, did you have any medical problems at the time? You can provide that possibly for examption.

If H4 is too far away from now, and you have to renew your F1, then you may have to follow his instruction.
