My current school allows a second job in summer.

The trouble is my summer employer does not want to apply for a new H1B for me. My summer employer does not want to sub-contract me in summer either. That is, my summer employer does not want to do this: my summer employer gives money to my current school, who gives money to me.

Is there a third way?
