I think if they transfer your case to other center, they will not re-start your case from original petition.

They will make their decision based on original petition and RFE response after they get your RFE response. Your PD should keep as last September.

Don't worry, carefully reply the response, mostly RFE is due to some doubts on one or more supporting evidences.
