Consulate Process!

Hi all,

I have a question. I heard some of my Indian colleagues talking the Consulate process. They said there are two options after you get your labor certificate. One is the normal way. You wait in US for 4 or 5 years. The other is to go back to your country and have a interview at the consulate. In this case, you can get your greencard right away insteading of waiting for so many years. But the risk is that you might not be able to come back if you get rejected. So I am wondering whether the option is available to Chinese.
If anyone knows about this, please shed some light here.
