国会移民法对合法移民不一定是一件好的事情

2001年， 克林顿总统批准245(i)特别条款, 让非法移民付一笔罚款在美国转换身份. 很多非法移民(300,000+)申请了劳工证,原来只要几个月批准的RIR因为新案太多, 加上政府人手不够在很多州拖了几年, 有些人到今天还在等Backlog Center的批复.

这次的移民法如果通过, 估计一千一百万非法移民中的一半有机会申请绿卡, 另一半将申请签证, 这个负担(1,100万)会迅速地加到已经人手不够的USCIS处理部门上. 对已经申请或者目前准备申请绿卡的移民申请者来说, 冲击很大的.
