以前H1,转成了F2.以后找到工作转H1占名额吗？如果不占名额,是不是一

以前H1,转成了F2.以后找到工作转H1占名额吗？如果不占名额,是不是一旦找到工作,可以随时提交H1B申请并且不用等到10月1日开始工作?
