一切又从头开始? 刚收到打第3次手印通知

485 pending since Aug. 2004. FP has been done twice. Just received a notice requesting 3rd FP(code 1). Does this mean the process started over again from the beginning? Why so many FPs within 1.5 years? Anyone has same experience? 叩谢了先!

Timeline of my case:

NIW 140 submitted to NSC Feb. 2004
approved Aug 2004
485 submitted Aug 2004

FP 1st code 1 Sept. 2004
2nd code 2 May 2005
