How to apply Tax ID No for parents?Emergency

Today I went to federal building to apply for the Tax ID No for grandma, but the clerk told she is not qualified because she is not a US citizen, US resident, US national, or a resident of Canada or Mexico. Is there anyone succeed to apply tax ID No for parents who visited you more than half years?
