question: h1b attained with chinese degree(s) will influence gc

a friend just told me. can anybody specify? what's the reason behind that?
kinda hard to believe.
i am facing the dilemma of either using my chinese degrees to file h1b or wait until july/august when i get american phd.

what do you think, my fellow friends?
