XiaoBaiTu: Can I file I-485 now?

EB2, RIR received 6/10/02, and got approved 12/20/05. My I-140 was received 1/19/06. Now the I-485 PD for China has moved to July 2002, can I file I-485 now, or I have to wait until my I-140 gets approved, as someone told me my PD can only be established officially by I-140 approval notice, even though I know my PD is the RIR receipt date (6/10/02), which has become current for I-485.
